NSW PBLIS Mandatory Standards: Proposed Changes – CTAA Submission

Transport for NSW (TfNSW) has conducted its Round One consultations on proposed changes to the Port Botany Landside Improvement Strategy (PBLIS) Mandatory Standards and corresponding amendments to the NSW Ports & Maritime Administration Act (PAMA) Regulations.
A delegation of CTAA Alliance Companies in NSW met with senior representatives from TfNSW on Wednesday, 12 November 2025, and subsequently, CTAA submitted its formal submission on the proposed changes.
CTAA has real concerns with the proposed Performance Benchmarks regime, and, unless there is a fundamental change to its premise, the issue could be a “BBQ stopper” requiring political advocacy to address.
TfNSW will be organising a second round of consultation in the first half of 2026 to consider any refinements to PBLIS regulatory changes based on feedback from the Round One consultations.
